CERTIFICATION DEVELOPMENT AND MAINTENANCE GROUPS – Deadline extended to April 30, 2015

RID is recruiting applicants for Taskforces that will be referred to as Certification Development & Maintenance Groups (CDMG) for specialization areas identified as immediate RID Certification priorities. These are:
• National Interpreter Certification (NIC)
• Certified Deaf Interpreter (CDI)
• Specialist Certificate: Legal (SC:L)
Calls for volunteers for other specializations are intended for the future. Please check back in the future for calls for CDMGs for Medical Interpreting; Ed: K-12; OTC; and other specialization areas.
Overall Expectations for all CDMG applicants (responsibilities and roles)- Each CDMG is established under the guidance of the Certification Committee (CC). Each CDMG member is expected to
1. Commit to evidence-supported certification, specifically the cycle of certification development and maintenance developed by the CC
2. Demonstrate support of overall goals and objectives of effective certification practices and collaborate as a team to achieve the goals
3. Explore fully the options for recognizing “qualified” interpreters in specialty areas
4. Recommend options for recognition to CC (e.g. explore revisions; add new tests; find other avenues; eliminate certification)
5. Implement options adopted by Board
6. Participate in a period of learning and transition prior to final appointment to a CDMG

Qualifications of CDMG Members
• Understanding of the certification/examination development process
• Familiarity with quantitative, qualitative, and mixed methods
• Knowledge of and expertise in the content areas relevant to the certification
• Strong expressive/receptive ASL skills
• Demonstrated cultural sensitivity (e.g., through sanctioned power and privilege trainings)

Applicants need to submit:
1. Statement of interest (written or signed/video) describing qualifications for the CDMG of interest, delineating applicant’s relevant experience for the CDMG, and justification demonstrating applicant’s qualifications for participation on CDMG
2. Resume/CV documenting qualifications, experience, and involvement in specialization area
3. 3 references (written or signed/video) including 1 from each of the 2 categories:
a. Deaf consumers
b. Interpreters
Tasks and Expectations of Certification Development and Maintenance Groups (CDMGs)
Operating under the direction of the Certification Committee, each CDMG will implement the development and on-going maintenance of the designated certification. Responsibilities may include:

1. Conduct the test development process throughout the following test development cycle:
• Job Analysis
• Exam Content Outline
• Item Writing
• Item Review
• Exam Forms
• Cut Score Study and Determination
• Exam Administration
• Initial Scoring & Data Analysis
• Candidate Score Reports
• Technical Reports
• Additional Item Revision
• Ongoing Exam Administration
2. Identify aspects of work that require outside expertise.
3. Work with any outside personnel that have been hired to work on the relevant exam.
4. Be available to host or participate in forums at national and regional RID and NAD conferences as directed.
5. Address items referred to the CDMG by the Certification Committee.
6. Make recommendations on the following:
• Eligibility Criteria
• Application Process and Procedures
• Accommodations

Each Certification Development and Maintenance Group (CDMG) functions under the direction of the CC and RID Certification staff members. Each volunteer leader is appointed for the duration of a test development cycle. Initially, with a test revision, face-to-face meetings are budgeted on an as-needed basis, to be determined by the RID Board and HQ staff. The CDMG will have online meetings bimonthly. In addition to online meetings and email correspondence, face-to-face meetings may be needed to ensure that the quality of communication among CDMG members is high during the certification development and maintenance cycle. The CDMG reports to the CC frequently and regularly, as determined by the CC.

It is expected that the CDMG will be balanced with representatives of both members and consumers, and will reflect diversity in their geographical distribution. CDMG members will also have diverse areas of expertise and levels of experience. Preference will be given to Deaf applicants.

CDMGs will work in conjunction with Subject Matter Experts. The Subject Matter Experts will provide content expertise in the relevant field of interpreting, and the CDMG members will organize and utilize this expertise to develop and maintain the certification. Though content expertise is a desired qualification of CDMG members, applicants who are primarily interested in advising on the content of the test are encouraged to consider volunteering as a Subject Matter Expert instead.
