2015 National Conference Motions

These are the motions submitted for consideration by the voting members at the 2015 RID National Conference Business Meeting.

Note: The Board determined that motions from Councils would not be entertained during the business meeting.  Following a review of the charge of the Councils, as well as the relationship between Board and Councils, the decision is that submitted motions will be taken as recommendations to the Board.  This fact has been communicated to the Councils.  The recommendations and Board action/consideration will be shared with members.

Motion text: We move that 1.0 of the required 8.0 CEUs in a member’s certification cycle specifically be related to training in the content area of power and privilege.
Rationale: 1.0 CEU or 10 hours of training in a certification cycle will promote more culturally competent practitioners. The field of interpreting is a human services profession which requires that we interact with a wide range of individuals from different backgrounds. Training related to systems of power and privilege will not only make us more culturally competent as practitioners, but will also promote us being reflective practitioners who consider our influence on any interpreter mediated event. Having training related to power and privilege means practitioners of interpreting will have a greater fund of information surrounding the diverse communities of individuals with which we interact.

Motion name:  Pro-bono CEUs

Motion text: We move that the RID Board of Directors establish an ad hoc committee of certified members and community stakeholders, and charge this committee with identifying all steps, procedures, and timelines for implementing a requirement of twenty pro bono hours for certified members in each four year CMP cycle; and
Be it further moved that this committee shall be comprised of no less than 50% deaf members: and
Be it further moved that this committee must be constituted no later than October 1, 2015; andBe it further moved that this committee make quarterly reports to the membership with its final report submitted and made available to the membership no later than April 1, 2017.
Rationale: Rationale: A motion for required pro bono hours made before the 2013 business meeting received “support in spirit” from both the RID Board of Directors and the PDC. A small group dedicated to determining logistics will bring a practicable plan to the membership for consideration at or before the 2017 conference. Original motion copied here:

As part of the Certification Maintenance Program, interpreters must submit documentation of 20 hours of pro bono work/volunteer service every four years.)
Estimated Fiscal Impact: Committee members would volunteer their time. A vast majority of the work would be done online, keeping the fiscal impact minimal for the members.


Motion name:  Roll-over CEUs

Motion text: In order to encourage interpreters’ ongoing development, RID should accept the concept of “Rollover CEUs”.
Rationale: The reason is that many, if not most interpreters, when they reach their required CEUs, development is put on hold until their next cycle begins.  This does not encourage them to learn continually, especially if they feel that anything above the required amount does not count.  Most will choose to wait until the next cycle.
Also, interpreters can rest in knowing that if they experience a major life event, where they are unable to earn the necessary CEUs, they have a reservoir in which to draw.

Motion name:  Certification Committee – OTC

NAD RID Certification Committee​

Motion text: Move that the RID cease to offer the Oral Transliteration Certificate and corresponding​exams after January 1st, 2016.  Members in good standing who received any RID Oral Certification prior to January 1st, 2016 may continue to maintain their certificate with all the rights and responsibilities afforded therein.

Motion name: RID Standing Committee Appointments

Motion text: Members of all standing committees shall be appointed in advance of the biennial convention, and notified of their appointment 45 days in advance of the biennial convention.  The term of new committee members shall begin on the last day of the biennial convention.
Rationale: With knowledge of their impending RID service, future committee members will be able to plan their biennial convention attendance.

Reputable Agency Task Force Recommendations

The Reputable Agency Task Force has submitted four recommendations, to be considered as motions.  Their report can be found here (both in ASL and English formats).

These recommendations and motions were submitted by the RID-appointed members of  RATF (Nancy Berlove (co-chair), Yoshiko Chino, Cris Eggers, Stephanie Feyne (co-chair), Roger Kraft, Paula McCluskey, Stephanie Nichols, Jody Prysock, and David Scholl).

These recommendations are supported by NAD Representatives (Howard Rosenblum and Chris Wagner), with the understanding that the NAD Board will conduct its own review and approval of any proposed motion and recommendation.


Motion name: RATF 1

Motion text:

RATF recommends that RID and NAD move forward with establishing business practice standards for interpreting referral agencies. Our recommendation reads:

The Interpreting Service Managers Member Section (ISM) has created a best practice document. We recommend that a group comprised of NAD representatives and RID committee members (such as DMAL, ISM, Ethics) convene and finalize standards for agency practices. Such standards would promote accountability on the part of referral agencies, in that agencies would be responsible for the caliber of the interpreters hired and the communicative success of the interpreted event.

The motion we submitted mandates constituting such a committee by December 30, 2105, and reporting back to the membership by August 2017.

Motion name: RATF 2

Motion text: RATF recommends that RID establish a new membership category for interpreter referral agencies. This new membership category would encompass three areas:

  1. the actual membership category
  2. a code of ethical business practices for member agencies
  3. a mechanism for complaints of member companies that have in some way violated the ethical practice mandate for agencies, comparable to the RID Ethical Practices System for interpreter members.

The rationale for these recommendations and motions take into consideration that some referral agencies are currently either supporting or organizational members of RID – with no accountability for their practices. With referral agencies providing such an important link in service provision, their status as members of RID can be misleading. With a greater percentage of interpreting service contracts being awarded to referral agencies that do not specialize in sign language interpretation, it becomes more important that RID consider its membership policy. Once the new category has been established, all interpreting referral agency members would be required to go through the new process to become a member in the interpreting referral agency category. At this point, organizational and supporting membership for referral agencies would no longer be an option for referral agencies. This would prevent grandfathering in referral agencies in their previous categories.

To establish this new membership category RID would be required to:

  1. Create criteria to become a referral agency member of RID.
  2. Establish a clear process for becoming an interpreting referral agency member of RID, possibly including application, credentials, recommendations from consumers, etc.
  3. Create a document that clearly defines the “Rights and Responsibilities” of member agencies, in keeping with the SPP for Agencies.
  4. Collaborate with Ethics Committee – see below.
  5. Establish a clear process for granting permission for members to use the RID logo on their stationery and websites
  6. Ensure the RID By-Laws reflect the new membership category, its rights and responsibilities.

We also recommend RID create a Code of Professional Conduct or a Code of Ethics for this membership category that aligns with the “Rights and Responsibilities” of Member Agencies.

The critical component of this recommendation is an Ethical Practice System for member agencies. We recommend posting the guidelines on how to use this EPS on the RID website, so that consumers and interpreters are aware of options in dealing with unethical agency practices.

The motion we submitted is to establish a committee charged with the creation of  the new membership category, a code of professional conduct and an EPS system. The committee should be constituted by December 2015 and report back to the membership by August 2017.

Motion name: RATF 3

Motion text:

RATF recommends that RID revisit the searchable online “Find an RID Member” database (https://myaccount.rid.org/Public/Search/Member.aspx), which has become a de facto interpreting referral source.

Our motion requests that a committee be established to review the database and report back to the membership by August 2017.

Rationale: Agencies frequently use this database to seek contact information for interpreters. Unfortunately, with such a broad search they often are not considering the specific skills needed for a specific assignment.

Motion name: RATF 4
Submitted by: Reputable Agency Task Force
Motion text: RATF recommends that NAD and RID establish an ongoing collaboration on interpreting service issues of local, state and federal concern by establishing a standing committee comprised of representatives appointed by NAD and RID.
Rationale: It could serve a variety of needs:

  • function as a resource for the wider community on interpreting services
  • advise and make recommendations to the respective organizations when deemed appropriate
  • proceed proactively

In addition, there is the possibility that this committee could serve as the public face for both organizations, responding to current issues in the field, including matters relating to referral agencies and their practices.

Our motion recommends that RID and NAD constitute this standing committee by December 2015. The members of this committee are to be selected by the leadership of RID and NAD respectively, and the specific activities and roles of this committee are recommended to be determined by the leadership at that time.
